Minutes of the Council meeting held at 7:00 pm, on 12th January 2026 in Sambrook Village Hall.

Present: Cllr Humphreys; Cllr Phillips; Cllr Butler; Cllr Robson Cllr Burrell and Cllr Williamson. Also in attendance Stephen de Launey, Clerk to the Council.

43/25 Public Forum – There were no members of the public present.

44/25 Apologies were received from Cllr Clancy and Cllr Wilkinson

45/25 There were no declarations of interest.

46/25 The minutes of the meeting held on Monday 13th October were considered. Cllr Robson advised that Cllr Burrell had been elected vice chairman. The Clerk apologised for the error. With the amendment the minutes were moved by Cllr Robson, seconded by Cllr Humphreys and it was RESOLVED to approve the minutes.

47/25 There were no matters arising.

48/25 Cllr Humphreys advised members that Cllr Clancy had served many years as chairman prior to his recent resignation from as Chair and he felt the council should recognise his long service with a vote of thanks. There was overwhelming support for this. Cllr Humphreys moved the vote of thanks to Cllr Clancy, Cllr Burrell seconded and it was unanimously supported by councillors.

49/25 There was considerable discussion about the situation of the Three Horseshoes but councillors determined to take no specific action at this time.

50/25 Due to the ongoing health issues the Clerk tendered his resignation but would continue in post until a replacement was found. The council would now seek a replacement.

51/25 The Clerk presented a draft budget for 2026/27 for consideration by members. The proposals would see total expenditure of £6715, a reduction of £245 on the current years budget. After considerable discussion, Cllr Humphreys proposed, Cllr Burrell seconded and it was RESOLVED to approve the proposed budget.

52/25 The Clerk provided members with an estimate of the ‘free cash’ that would be available at 31st March 2026. He suggested that £1715 of the estimated ‘free cash’ should be used towards the budgeted expenditure of £6715, which would mean a precept of £5,000 for the year 2026/27. After some discussion, Cllr Humphreys proposed, Cllr Robson seconded and it was RESOLVED that the precept for 2026/27 will be £5000.

53/25 Following previous discussions about the provision of a noticeboard in Chetwynd it is proposed that the council agree a sum of up £500 for the repair and maintenance of the Chetwynd Parish Church Noticeboard and the creation of a segregated area for Chetwynd Parish Council notices. Proposed by Cllr Robson, seconded by Cllr Humphreys and RESOLVED.

54/25 Councillors Reports
Cllr Phillips asked if was possible to have signage installed warning of horse riders – Clerk to investigate.

55/25 Future meeting dates were confirmed as Monday 11th May, 13th July, 12th October and 11 January 2027.
